FS#1235 - Task ID Prefix Configurable Per Project

I noticed that "replace FS prefix" is in the TODO List for 1.0 ( FS#1174 ), so this request sort of builds on / fleshes out that task; rather, this is how I hope it will be updated.

Currently, each task ID has the FS prefix for various uses. Instead, it seems like it would be more appropriate for each task ID to have a user-specified prefix, configured on a project to project basis.

Allowing the user to configure the prefix for each project means that tasks can be identified with a specific project simply by looking at the task ID and it makes the BTS feel more personalized to the project and development team.
