FS#1510 - Function to test mail configuration

Add a button to test mail configuration before notifications is accpeted

There is now a simple ajax based Test for email setting in admin/prefs#notifications . Currently only working on saved settings. And no translation yet, but maybe the UI will change a bit too.

Same planned for Jabber config..
