FS#2197 - Change Time for everyone

Flyspray does not recover the time set in php.ini. On display, the system has two hour delay.

Have you set a time_zone under /index.php?do=myprofile ?

Flyspray currently saves datetime in UTC as integer. (which is handled as unix_timestamp)

If you want force the same time display for every colleague, I think the only solution currently is to set the time_zone-field for every user directly in the database, e.g. with phpmyadmin or on mysql/psql command line. Something like

UPDATE flyspray_users SET time_zone=1

and do it again everytime when winter/summer daylightsavintime switches for your country.

And then disable maybe that timezone dropdown in the templates, so people can't change that field too easy to an unwanted value.

The setting of timezones is currently only UTC+-hours. For real localization, the dropdown should list countries timezones, timezones can be calculated correct for display. This would require an always up to date country-timezones-library, because every year a few countries change their timezones or 'daylight-savingtime'-crap.
